Vision

    The plant is responsible for handling massive trash produced by approximately 69% of Kaohsiung City residents (such as Sanmin, Nanzih, Zuoying, and Gushan Districts). Every year, environmental monitoring plans are drawn up for environmental impact assessments, and environmental management plans are properly planned in accordance with the ISO14001 Environmental Management System standard. In addition, advanced equipment is adopted, including a semi-dry absorber, bag filter dust collector, de-NOx system, and activated carbon adsorption equipment. The allowable emission value of such pollution prevention equipment is far less than the regulatory standard. Operations such as waste air purification, noise and vibration in the peripheral area of the plant, water recycling after treatment, dioxins pollution prevention, and so on, are to prevent the environmental quality from going down, and to achieve the results of environmental protection through stringent supervision. Improving the environment of the plant area and adjacent areas for better quality of life has always been the goal and vision that the plant insists on realizing.

    Properly plan environmental management plans in accordance with the ISO14001 Environmental Management System            standard to achieve the goal of environmental protection:

    1. Overall goal: Resolve future trash problems of Kaohsiung City , and achieve the four major goals of waste disposal: waste reduction, resource recycling, hygiene improvement, and waste stabilization.
    2. Primary goal: Promote operating efficiency and reduce operating costs.
    3. Secondary goal: Actively operate the waste management plant, improve usability of the peripheral compensation facilities, and effectively enhance environmental and life quality in the adjacent areas.

    Reduce second environmental pollution:

    1. Comply with the standard operating procedures to control flue gas emission.
    2. Strengthen solid waste storage protection measures and ash delivery.
    3. Improve and closely monitor the fluids that ooze from the trucks that enter and exit the plant.

    Lower operating costs:

    1. Reinforce maintenance and preservation of the equipment, and establish a system of procurement and inventory of spare parts, to maintain proper operation of the incinerator body.
    2. Encourage the implementation of energy saving policies, reduce power consumption, and set the goal of increasing the amount of power sold and the income from selling power.
    3. Reduce manpower and cut the personnel expense from operating costs in accordance with the City Government's manpower trimming policies.
    4. Cooperate with the Environmental Protection Bureau in promoting the policy of food waste recycling to reduce heat loss of the incinerator body.

    Enhance capability of the units of the management plant:

    1. Carefully perform equipment maintenance and preservation according to the standard operating procedures.
    2. Standardize operation training and operations based on the standard operating procedures.
    3. Establish localized and practical standard operating procedures.
    4. Reduce personnel turnover rates, and strengthen personnel's professional training, to improve maintenance skills.

    Strengthen environmental quality monitoring system:

    1. Improve maintenance of continuous emission monitoring system (CEMS) for flue gas.
    2. Integrate the plant's supervision strategies into environmental monitoring work.
    3. Enhance operators' pollution prevention education.

    Create a complete supervision and management system:

    1. Comply with the ISO14001 Environmental Management System standard to supervise and manage the operations and maintenance.
    2. Operations shall strictly follow the standard operating procedures.
    3. Establish a specialized system for maintenance and supervision according to the procedures of the ISO14001 Environmental Management System.

    Reduce the occurrence of occupational accidents:

    Aiming to immediately handle occupational accidents and analyze the causes, to further improve the unsafe environment and equipment that result in occupational accidents, the plant prescribed management procedures for occupational accidents and rules for emergency victim care. In order to prevent occurrence of occupational accidents, safe work permits have to be applied for hot work and confined space entry work. If there is any possibility of occupational accidents, suggestion lists for improving labor safety and health shall be submitted to ensure labor safety.
